The keynote lecture considers the goals of antitrust laws. One frequently asserted goal is that antitrust should protect some version of consumer welfare, a term that can have more than one meaning. A second is that it should be concerned with promoting the “competitive process,” and a third is that its fundamental duty is control of “bigness.”

Which of these three goals is best justified by the language of the antitrust statutes? Which has been endorsed in the antitrust case law? Is one goal more justifiable as a matter of economic theory? Finally, which goals can we actually measure in antitrust litigation?
